In a recent operation, the Lower Moreland Police Department apprehended two individuals, Liu Zhangcai, 54, and Wang Kai-Liang, 31, for their involvement in a gift card fraud scheme at the CVS store located on the 600 block of Welsh Road in Huntingdon Valley. The arrests took place on Sunday, February 4, around 4:00 pm, following a report to the police about suspicious activities involving gift cards within the store.

Store personnel had observed one of the suspects concealing gift cards in his jacket, prompting them to alert the authorities. Police officers responding to the call discovered the suspects hiding behind a nearby building. Upon detaining and searching them, officers found a stack of gift cards on one of the individuals, noting anomalies such as irregular glue patterns on the card packaging and altered CVV codes, replaced with stickers.

Further investigations revealed that the suspects might be part of a larger, organized crime group known for manipulating inactivated gift cards and substituting them with counterfeit versions, posing significant financial risks to unsuspecting consumers and businesses alike.

Zhangcai faces multiple charges, including forgery, possession of counterfeit or altered access devices, receiving stolen property, and open lewdness. Kai-Liang is similarly charged with forgery, possession of counterfeit or altered access devices, and receiving stolen property.
